Mandatory registration for electric scooters: who is affected, how to complete the process, and how much it costs

All electric scooter users must have liability insurance to ride on public roads. While some cities had already included this requirement in their municipal ordinances, it is from 2026 onwards that, by law, the estimated four million electric scooters in Spain will be required to have their own insurance policy. To do so, it is necessary to register them beforehand in the Register of Light Personal Vehicles, which the DGT (Spanish Directorate General of Traffic) is currently implementing. Below, we explain all the details of this essential preliminary procedure for obtaining insurance.

Who is affected by this regulation?
All electric scooter owners (or their legal guardians in the case of minors), regardless of whether their vehicle is certified or not. Those without certification must also register and obtain insurance, although they will be prohibited from riding on public roads from January 22, 2027.

When can you register your scooter?
It is not yet active. The Council of Ministers approved on Tuesday the royal decree regulating the operation of the Light Personal Vehicle Registry, and now only the procedure needs to be enabled. Sources at the DGT (Spanish Directorate General of Traffic) told Moveo that they do not yet know the exact date when this administrative process will begin, but they expect it to be soon.

How to register your PMV (Personal Mobility Vehicle)
Owners can register their vehicles online through the DGT website. If they need help with the process, they can call 060.

It will also be possible to complete the process through insurance agents when purchasing a policy or through administrative agents who already handle many electronic procedures with the government.

The DGT is working to enable registration in the coming months to be completed at the time of purchase of a new PMV at an authorized dealership.

What information do you need to register your certified scooter?
Since January 22, 2024, all electric scooters sold in Spain have been required to have a certificate. Owners of these vehicles must provide the owner's information, the certificate number, and the serial number found on the registration plate and the vehicle's technical specifications sheet.

What documents do you need to submit if your scooter is not certified?
For this type of personal mobility vehicle (PMV), in addition to the owner's personal information, you only need to attach the invoice, the technical specifications sheet, or a photograph of the PMV.
